今年在口罩外交之下,臺灣的國旗出現在歐盟的網站上,因為臺灣在歐洲疫情爆發的時候,捐贈了大量的口罩協助他們的醫療人員抗疫。更早之前的2015年,臺灣的國旗也和聯合國、美國、英國、日本等掛在一起,出現在伊斯蘭國的宣傳影片上,以及聯合國的難民營中,因為臺灣和這些國家組成了聯軍,提供人道援助給受伊斯蘭國迫害的難民。

在這些案例中,臺灣動員了官方與民間的資源,並且共同在許多的非邦交國,打出了臺灣的名聲。這是臺灣援外的轉型,不再侷限於越來越少的邦交國,而是與歐美日等理念國家共同合作,在世界各地的天災人禍中,解決苦難,促進共同福祉,使當地人民的生活更有品質更有尊嚴。
這門課將以英文授課,介紹臺灣近年來的國際合作發展的轉型。第一階段(第1-4週),我們將簡略介紹國際發展理論以及終結貧窮的各種途徑。第二階段(第5-15週),我們將輪流邀請來自官方與民間的實務工作者,主題式地介紹臺灣在各個國際發展領域的投入概況。
這門課每週三小時:

Recently in Taiwan’s mask diplomacy, Taiwan’s flag appears in the European Union’s website, as Taiwan donated hundred million masks to countries seriously affected by the COVID-19 pandemic. Earlier in late 2015, Taiwan’s flag along with the US, the UK, Japan and others shown in a propaganda video by terrorist group the Islamic State because Taiwan provided humanitarian assistance to Syrian and Iraqi refugee as part of a global coalition of 60 nations to defeat the Islamic State.
In both cases, Taiwan mobilized resources from governmental and non-governmental actors. Such joint efforts in countries without diplomatic relations marked a new paradigm of Taiwan’s foreign aid policy, which significantly increased Taiwan’s reputation around the world and expand Taiwan’s global image beyond a handful of diplomatic allies to hundreds of countries.
To understand Taiwan’s changing and growing role in the world, the course will explore Taiwan’s experience in international development and cooperation. In the first part (week 1-4), we will give a general picture of global poverty as well as major theories to understand and addressing different types of poverty (including Taiwan’s transitional experience). In the second part (week 5-15), we will invite practitioners from official agency and NGOs to introduce their main activities abroad based on their professional field.
The course will take three hours per week:

課程目標 |
● Learn to critically examine development practice: Through international development cases discussion, the course provides an opportunity for student understanding the latest practices and challenges of Taiwan’s engagement in aid and development.
● Logical thinking and writing: Through weekly assignment (500-600 words), student will get feedback from instructor or TA to improve logical thinking and writing technique.
● Problem solving through practicing: Student will organize as several groups to explore, analysis, and evaluate the challenges of Taiwan’s governmental and non-governmental aid agency in the field. The course will invite professional practitioner to share their experiences and evaluate student achievement.

課程要求 |
● Weekly assignment (30%): Answer weekly question (500-600 words) and post on COOL before Wednesday noon (12:00).
● Weekly reflection (10%) Write course reflection (more than 100 words). Post on COOL before Saturday night (before 23:59).
● Weekly discussion (30%): Join the group discussion in seminar room to review the last week course and discuss weekly assignment with classmates.
● Group presentation (30%): Selects a country (or a group of countries, list as below) and design a product to introduce Taiwan’s engagement with them in international development perspective. The product can be a brochure, desk calendar, interactive map, short film or any other creative form approved by course instructor.
