課程概述

本課程首先以導讀管制相關理論,並提供案例作為討論基礎。其次,課程討論影響管制的治理架構及管制的成本。最後,本課程以學生導方式實際討論個別管制議題。
This course starts with the introduction of governance theories and regulations. Then, the course moves to discuss multi-aspects concerned with regulation, such as regulatory risk, rents, capture and commitments. Finally, with students’ leading oral reports, we can understand in-depth the respective regulations, such as telecommunications, health, financial services, and energy issues. 

課程目標
本課程以公共政策暨管制手段為研習範疇,討論管制相關理論。學生並可藉由每週案例分析,理解理論概念及其應用方式。課程並藉由案例導引管制效果的評估。
This course introduces the related theories concerned with public policy and regulation. The cases provided with each class should help students familiar with the concepts of the regulatory theories and their applications. The students are expectedly able to evaluate the impacts of regulation and then to reason the policymaking by taking this class.
