課程概述 |
這是一門社會工作博士班學生的必修課。本課程的主要內容包括三部分：社會福利政策性質與過程、社會福利政策分析理論與技術，以及社會福利政策分析實例討論。社會工作本質上是一種政策為基礎的專業，因此，作為一位社會工作博士生，必須瞭解影響社會工作實務的社會政策體系。本課程從社會福利政策的本質與過程複習起。接著，進入社會政策分析的四個基本面向：歷史、政治、經濟，以及社會分析。最後，才進行特殊領域的社會政策分析，例如社會保險、公共救助、兒童福利、身心障礙福利、老人福利、性別平等、家庭政策、健康照顧、積極勞動政策、社會住宅等。
The course begins by outlining a policy-based model of the social work profession that explicitly recognizes the social welfare policy system a major factors in social work practice. The second section delineates fours major facets of the policy analysis context: historical, economic, social and political. All four facets are then combined in a policy analysis framework that can provide the basis of a practitioner policy analysis. The final section of the course applies the framework to representative policies in fields of social insurance, public assistance, child welfare, welfare for the disabled, aging, gender equality, family policy, health care, active labor market policy, and social housing.

本課程的目的是要讓學生熟悉既有的重要社會政策分析技術，以及激發學生進一步對特殊社會政策領域研究的興趣。經由課程的學習，學生將裝備好實務、研究或教學生涯所需的社會政策分析知能。
The purpose of this course is to sensitize students to the existence and importance of the social welfare policy analysis skills, and inspire students to study further in special fields of social welfare policy that students are interesting or working in. The course will equip them with a skill that will be useful throughout their careers and from which they can develop additional policy practice skills.

課程要求 |
本課程以討論為主。教師負責將每週進度主題安排，提供參考書目，並綜合整理議題重點。學生依課程進度閱讀參考書目，參與課堂討論，並將閱讀與討論所得知識，應用到實際社會政策實務中。學生除了閱讀參考書目外，並須認領若干當前熱們的社會政策議題，撰寫成短篇政策分析評論，作為期中作業。並於期末時繳交一篇完整的期末報告，題目自行選擇，可以是單一社會政策分析，也可以是比較政策分析，於學期結束前完稿交齊。
This seminar will commence with a discussion of the general characteristics of the social welfare policy with special attention to the social welfare policy process and its impacts. The instructor’s task will be to introduce and develop the concept of the social welfare policy analysis. The student’s task will be to create real world applications. This will take the form of several short essays, class presentations and a final paper. The topics of short essays will be focused on current hot social welfare policy issues in Taiwan or other countries, including family policy, national pension, social assistance, active labor market policy, long-term care, early childhood education and care, gender equality. The topic of final paper will be a single welfare policy analysis, for example long term care policy, or a comparative social policy analysis, for example a comparative study of active labor market policies in Sweden and Taiwan. The final paper will be submitted to me sometime before the end of the semester.
