課程概述 |
公共管理課程主要在說明公共治理領域內，如何透過政府組織、非營利組織、人民團體及文官體系，就公共事務及問題之解決，提供有效率、且具效能之公共服務。就研究領域而言，公共管理的探討範圍，不只包括傳統公共行政研究議題，並擴展到與公共治理相關之組織、個人。
公共管理的研究，需要探討跨國公共管理的異同、公共管理的憲政背景和法律制度沿革、各國政府組織及其運作、跨領域及跨部會之管理、公共管理跨科際之理解與運作、公共管理之網絡關係、國際化與公共管理之互動、環境保護與永續發展之維持。 |

課程目標 |
1. 深入理解公共管理的制度複雜性與互動性。
2. 解釋公共管理在各國環境中不斷變遷和改革之道。
3. 探討公共管理的問題結構及管理改革的模式。
4. 說明全觀型治理在現代化公共管理所扮演的角色。 |
