課程概述 |
本課程分為國際水法與比較水法兩個範疇。今年以區域為範圍進行教學與討論，分為：一、中國的水法與其國際河川及相關跨國協議；二、中南半島各國水法與其國際河川及相關跨國協議；三、印度次大陸各國水法與其國際河川及相關跨國協議。最後，介紹1997年聯合國大會通過的《國際水道非航行使用法公約》、2004年國際法學會在柏林會議通過的《水資源法》等國際水法規範。 |

課程目標 |
在國際水法部分，在面臨亞洲大開發的機遇，有助於學生拓展視野，培養未來跨國進行水利工作的基礎能力。在比較水法部分，是期待學生從中瞭解不同水環境條件下的水法的巨大差異性，深刻認識水法符合水環境的必要性，並思考未來我國水法體系的走向。 |

課程要求 |
透過作業了解學生認識國際河川問題及國際水法的程度，以及認識各國水利問題差異及立法方式差異的程度。 |
