課程概述 |
城市高齡化是現今世代的重要社會課題。然而,一般而言城市空間的規劃及設計多以經濟發展及增長為原則、並以在職人士的生活作息節奏為基礎而傾向急速、再加上消費模式以年輕人的生活方式為標準 ⋯在如此的環境中,究竟是否適合高齢人士生活下去?自從2007年開始,世界衛生組織在全球推行「高齡友善城市」(Age Friendly City),提倡以8個範疇去衡量一個城市是否適合及能否支援高齡人士在其中生活及「長老」(grow old)。現時,城市高齡(Urban Ageing)在世界各地城市成為了蓬勃的研究題目,相關的理論及研究究實踐模式十分多元化,世界各大城市各有關機構的對此課題的交流討論也極頻密及活躍。經過十多年的研究,對於原先的「高齡友善城市」的理論已有不同方向的反省、批判及發展,同一套高齡友善環境規則是否真正可以放於諸全世界的城市皆準及通行?本課程主要目的是從基礎去理解理論上高齡化社會與都市改變的關係,以及實際上高齡人士生活方式與城市(作為生活環境)的關係,由此根基去探討城市在趨向高齡化的社會大環境中,如何可由內到外、由微到廣重新規劃及設計,以適應其中重要部份的市民的生活模式的轉化,以致使到城市能成為一個包容不同年齡的市民、長幼共融宜居的生活環境。本課程期望以台北市或/及其他周圍城市為考察探討對象,從實際市民生活、空間環境的理解,去構想適合本地的「高齡友善城市」。
課程架構區分為四個主要部分。第一部份為有關理論之簡介:首先是介紹「高齡化」不同定義,以及對應此題目,反省各個有關「城市」,以及所謂「可居」(habitable)空間的概念;其次是介紹歷年來世界各地的對「高齡友善城市」這概念的演繹的介紹、反省及批判;另外,將會介紹近年主要流行的高齡化城市規劃、公共空間景觀設施設計及高齡人士家居設計理論。第二部份是介紹國際上不同城市推行「高齡友善城市」的歷程之餘,以台灣及香港兩地的相關施政方針及民間實踐作較深入比對。第三部份是到實際公共社區環境及公私營養老住宅去考察、比較、討論並嘗試展望實踐「在地養老/在地老化」(Ageing in place)的可能性。第四部份是介紹及實行年長人士參與設計工作坊的理論及研究方法,邀請年長人士參加共同設計室內家居及公共社區環境的工作坊,以求使用者能真正了解甚麽是「生活空間」‘以及支援輔助她/他們能對自己的生活空間有真正發言及決定權。

1. 掌握有關「高齡化城市」的在世界各地之發展歷史、「高齡人士友善城市」的理論倡議及其實際推行的反省、批判及發展
2. 通過理論閱讀、在地考察、與持份者交流、組織工作坊、報告及討論,學習運用及反省既有概念來探討在台灣本土發展所謂「高齡人士友善城市」的可能性
3. 探討發展公、私營之高齡人士社區及家居空間之可能性。
