高階實習: 智慧城市與數位民主

Anthony Townsend (2013)定義,智慧城市(smart city)的特徵是,「資訊技術(information technology)連結了基礎設施、建築、日常物品以及我們的身體來解決社會、經濟和環境問題的地方」。然而在亞洲的發展型國家脈絡下,此範型主要由技術官僚與商業經營主導,缺乏公民團體或公眾的參與,也形成數位協同治理(digital collaborative governance)的赤字。但在台灣,近年出現一些變化。台北市大數據中心、數位發展部的成立等,呈現開放資料運動的影響與公部門取向的轉變。另一方面,我們也可以看到一些數位社群與地域社群、公民團體,在空汙調查、河流監測、文史調查等議題進行合作,透過數位平台來分享數據、驗證問題並提出行動,大幅拓展了公民科學(citizen science)的領域。

在上述背景下,本課程的目標是在淨零轉型目標下,為關渡平原發展氣候變遷調適方案。關渡平原是台北市僅存最大的都市農業區,也是維繫台北市都市冷島的關鍵區域,因此它與台北市的永續發展緊密相關。課程將與公民團體、數位社群、地方團體與政府單位互動,從實作中應用與檢視上述相關概念。方案內容是以環保署的「淨零綠生活」的政策架構以及碳足跡計算器等適當工具,為關渡平原設計零碳發展方案。環保署相關網頁參考https://greenlife.epa.gov.tw/

在學期初,為了讓同學理解概念、工具與相關案例,課程以教師講課、邀請來賓演講等為主軸。同學則透過與該周相應的主題,思考與探索在關渡平原上的運用,每周寫作三頁作業,逐漸發展成主題。而在期中前根據主題形成小組或個人方案。期末重點則是與利害關係人互動,修改方案,並推廣公共溝通。我們期望這些方案能夠影響台北市政府制定關渡平原發展願景的決策。

Advanced Studio: Smart City and Digital Democracy

Anthony Townsend (2013) once defined a smart city as "a place where information technology connects infrastructure, buildings, everyday objects, and our bodies to solve social, economic, and environmental problems." However, under the developmental state context in Asia, the smart city paradigm is mainly dominated by techno-bureaucracy, and business elites, and lacks participation by civil groups or the public. Consequently, it led to a deficit in digital collaborative governance. But in Taiwan, some changes have emerged in recent years. The establishment of the Intelligence Center of Taipei City Government and the Digital Development Department in the Central Government have shown the impact of the open data movement to the public sector. On the other hand, the collaboration between digital communities and territorial communities and civic groups is rising on issues such as air pollution investigations, river monitoring, and cultural and historical conservation. Through digital platforms, people share data, verify problems, and propose actions, greatly expanded the arena of citizen science.

Against the above background, this course aims to develop the climate change adaptation plan for the Guandu Plain under the goal of 2050 net-zero transition. The Guandu Plain is the largest remaining urban agricultural area in Taipei City, and also a key area to maintain the urban cold island of Taipei City. Therefore, it is closely related to the sustainable development of Taipei City. The course will cooperate with civic groups, digital communities, local groups and government units to apply the above-mentioned concepts to practices. The project is to design a zero-carbon development plan for the Guandu Plain based on the Environmental Protection Agency's " Green Life for Net Zero " policy framework and tools such as a carbon footprint calculator and other suitable applicants. At the beginning of the semester, in order to allow students to understand concepts, tools and related cases, the course is based on lectures by teachers and guest lectures. Students think about and explore the application on the Guandu Plain through the theme corresponding to the week, and write three pages of homework every week, gradually developing into the theme. Before the mid-term, a group or individual project is formed according to the theme. The final focus is on engaging with stakeholders, revising proposals, and promoting public communications. We expect these proposals to influence the Taipei City Government's decision to formulate a vision for the development of the Guandu Plain.
