課程概述

世界衛生組織在2010年以都市健康為主題,提出在快速都市化的過程中,大型城市(megacities)在住居品質、交通運輸、食品安全、工作保障、社區凝聚、以及緊急醫療照護系統等都市治理的多重面向,皆面臨都市健康不平等的挑戰。社區鄰里中具備多元身心健康照顧需求的群體如長者、兒童與青少年、身心障礙者、單身戶,以及外來人口,需要相關政策與資源來因應。
如同其他逐漸從工業社會轉型成為後工業社會的國家,透過產業外勞、社福外勞、婚姻移民、國際學生等跨國遷移的政策開放,有更多外來人口來到臺灣,進入不同型態的社區居住與生活。除了學習尊重多元文化群體,如何以兼具社會公平性的人口健康為目標,設計符合多元需求的健康照顧服務與社區共融方案,是未來二十年的關鍵議題。
這門課強調透過國際視野與在地脈絡來理解都市健康不平等與多元群體的身心健康。首先是都市健康與多元文化的概論,介紹都市健康不平等的重要議題;接著將分別由人權、公民權、勞動權等角度,探討在跨國遷移的過程中,影響移民工身心健康的社會根源與相關政策回應。最後是學習成果的分享,藉由與移民工實際互動的經驗與觀察,小組將設計具備共融意涵的社區健康提案,做為未來持續行動與實踐的基礎。
Over the past few decades, globalization and rapid urbanization have transformed major cities into megacities (defined as a metropolitan area with a total population of more than ten million people) and reshaped the urban health landscape. This course aims to provide an overview of key concepts and emerging issues of urban health, and the underlying mechanisms shaping urban health inequities.
In collaboration with local community organizations serving migrants from Southeast Asia, this course will provide students with the opportunity to develop the two most important skills: “think globally, act locally.” Ultimately, multicultural health is about being able to empathize the lived experiences of socially and culturally diverse populations, and to design community-based service and action programs with them. 

課程目標
1. 熟悉全球化與都市化的過程中,亞洲大型城市的都市健康的重要議題,與理解都市健康不平等的脈絡。
2. 掌握以社區為本的身心健康促進模式,理解都市社區中多元文化群體的身心健康需求。
3. 透過文獻閱讀、參與觀察、與實際互動,提出具備社區共融意涵的方案。
Students will be able to comprehend and appreciate key issues of urban health as well as the approaches in addressing urban health inequities. Through course lectures, group discussions, guest speeches, and involvement in service activities with designated community organizations, students are expected to address specific health issues surrounding socially and culturally diverse populations. Furthermore, the course will introduce frameworks and cases of community-based care for cultural diverse groups, so that students can think outside the box and act as an insider. By the end of the semester, students will propose community co-integration projects that promotes multicultural health in urban settings.  
課程要求
1.都市健康圖像 (Urban Health Profile)
a.個人作業:選擇一個東南亞大型城市的主要都市健康議題(例如交通運輸、水資源、社會凝
聚、貧富差距、人身安全、醫療資源、與公共空間等等),進行文獻回顧與議題呈現。
b. 課堂分享:以世界咖啡館的形式呈現。
2.社區共融方案 (Community Integration Project)
a. 小組提案:參加與本學期課程合作的移民工組織活動,書寫個人參與觀察筆記,並針對特
定群體提出促進社區共融目標的方案。
b. 個人參與觀察筆記:如上,作為小組提案的基礎。
3. 其他:包括演講心得、移民工議題呈現等。將於第一次上課詳細說明。
